Are the Borg going to function like an End-game event?
Or a regular empire?
Depends on how much of a threat they want them to pose. Could set them up as a Fallen Empire, or have them replace the Unbidden. Although, I think Species 8472 would be a fantastic replacement for the Unbidden come to think of it.
The Latest patch has fallen empires awaken. You could have a Dorment Borg, and late game have them take notice of the galaxy tech level, and awaken, attacking and assimilating all.
Considering the very non-conventional way Borg "society" works, I think an End-Game event would probably be more suiting. IMO anyway.
