In my estimation, if the Miranda can logically be refitted for used in TNG/DS9 era warfare, then so could the Constitution. Heck, there was a Constitution-class at Wolf 359, so they were still in service early-mid TNG. I like the idea of it being an envoy cruiser, because the Challenger is kinda meh. But hey, that's just me.
Could say the same thing for the Mirandas...except they're still in abundance despite how many got shot to pieces.
I'd take an older ship like this as it's a hell of a lot nicer to look at than some of those 24th century clunkers and overly plush flying hotels like the Enterprise-D. This here is a true Navy ship.

Personally I think the Constitution would be a perfectly suitable Envoy. It played such in ST VI :D
