I know that later ID Tech 3 games such as Soldier of Fortune 2 and Jedi Academy had better specular shading which was mostly used on weapons and ammo in SoF2 and also actor models in JKJA.

You talking about mods, back in 2002 those effects was supported but too heavy on computers, SoF 2 don't uses many advanced effects. Specular was introduced in 2002 with JK2 then used extensively on weapons and models in JKJA the next year.

Rtcw has older GL version and specular technique was very limitated, this in this screen it's a trick to emulate an hybrid spec surface to see the light reflected (from lightmaps).
