They really did when I first implemented them. I've tweaked the weather effects and ground effects to a point where the performance impact is no longer significant.
Can a planet have multiple weather effects? It'd be interesting to see the fog lower visibility while the rain reduces laser accuracy. Or on Hoth, have the snow reduce visibility and high winds mess with rockets accuracy.
Of course, if a planet can't have multiple effects, then this is all moot.
Yes and no... You can set up multiple weather scenarios that the Mao will choose randomly but you're stuck with that scenario for the duration of the battle. In order to achieve some of the more "fine detail" effects too, props have to be used...and props aren't part of a preset weather scenario and therefore will appear, no matter what ambient weather is selected. So potentially, you could have rain splashes on a sunny day and so on.
Ah, ok. Would have been pretty cool. What about "combined" weather effects? So one effect that, say on Hoth, reduces visibility and rocket accuracy at the same time?

Yeah, that's totally possible and already exists, if I remember right.
