Great Rebalancing Part 1

Starting with Beta 0.27 is the first half of the Great Rebalancing a major campaign to readdress balancing for the mod.

First up is the Command Point review all units are getting adjusted generally with Command Points being increased for most units.
As a general rule the new CP balance is:
25 - Orcs and Goblins
30 - Standard Infantry
45 - Standard Ranged, Spearmen and Axemen
Uruk Hai - 40
Cavalry, Strong Infantry,Ranged - 60
Elites - 70-80
Artillery - 20
Rams - 15
Ladders - 10

The tests for these amounts have been pretty good with your starting CPL you can build about 14 basic infantry hordes, 12 for Ranged which is a good amount, enough to launch an attack or defend.
