the Arklay county sheriffs! they literally start resident evil 0 when they asked the bravo team to investigate mysterious dead's in Arklay mountains ,probably all this guys disappear and die in night patrols in the arklay mountains by Cerberus and other BOW´s or face dead in try to help in racoon city incident like daniel cortiny ,probably they still operating, that's good
