Unless times have changed, I believe they are a reinforcement unit for the Vietcong in minor faction deathmatch- so you will see some of them.

As to why they aren't with the Soviets, the niche is already filled.

Call me a whiner, but they don't look like the RA1 Heavy Tank or the RA2 Rhino at all =/ I know that they won't fit with the other Soviet vehicles then, but now especially the RA1 Heavy Tank looks silly with those short barrels.
On the other hand: I never really like the RA3 style of Soviet vehicles in general =P Still nice to see you guys make some references to the previous games.

They look especially nice all together. You can really see that the Rhino has the vibe of intermittence between the Anvil and Hammer, and neither of the new tanks looks out of place compared to the old.

on the subject of tanks, don't you guys think that the current anvil tanks are quite underpowered? I think that needs to change. The cannon does little damage and really the only thing i currently use them for is chokepoints 'cause they don't have to move and the garrisoned infantry can live a little longer, but isn't that what engineer bunkers are for? I mean, mobile garrison is a great addition, but the anvil tanks should go back to their museums if they can't step it up. It even says in the description that they do decent damage with their guns, but they don't :S. Mayhaps I just live under a rock and am not paying attention to the news. Hum.

Description

The Red Menace returns in Paradox Alpha 3, which will contain the Soviet Union rebalanced to the new Paradox armourtypes, ranges and damages, plus the start of art touch-ups and possibly tech adjustments.

Leading the charge we have the three Soviet MTBs from their history. The Anvil, better known as the Red Alert 1 Heavy Tank, is a T1 support tank which can garrison two soldiers and is armed with a pair of bursting cannons. The Rhino, which, while not buildable, can be found in the Worldbuilder and perhaps scattered around a few maps, has a heavy cannon and a machine-gun, and finally the rescaled Hammer tank, with it's autoloading 85mm cannon and leech beam.
