Just Rules aims at increasing the strategic options in RA3. It includes things like a more balanced upgrade system, revised protocols and build limits on each unit design to discourage spamming and encourage diverse unit formations and strategies.

Battle Lab - Gone Completely

ConYard - Now has Improved and Advanced Construction global upgrades
($1000 and $2000)

Crane - Requires Improved Construction upgrade

Crane - Cannot build Structures that require Improved or Advanced Upgrades
(In addition to other cranes this includes Super Reactors, Tesla Coils, Iron Curtain and Vacuum Imploder)

Airfield now only requires Refinery
(this places the mig on tier with other Air-to-Air)

Super Reactor - No longer provides tech

Super Reactor - Requires Advanced Construction upgrade

Tesla Coil - Requires Advanced Construction upgrade

Barracks/War Factory/Naval Yard/Airfield - Now have Improved and Advanced upgrades
(Requires ConYard tech equivalent. $500 and $1000)

Improved Barracks/War Factory/Naval Yard/Airfield Upgrades - Give a +25% HP bonus

Flak Track - added to replace the War Factory Bullfrog
(Balance issue with build limits)

Hammer Tank build time increased from 10sec to 15sec

Bullfrog - Land speed reduced to 80 from 100
(balance with Flak Track)

Sputnik can now be built from ConYard defense tab
(Maybe people will actually use them to expand now)

Sputnik build time reduced to 10sec from 20sec
(it was way too long for such a simple unit)

Sputnik cost reduced to $600 from $1200
(Not like it did anything to justify the cost)

Outpost now has a pair of repair drones
(Something to keep it from being instantly sold by players)

Outpost health increased to 1000 from 500
(Now its half the HP of its allied counter part)

Outpost power usage increased to 25 from 0
(because it now has a repair drone)

Outpost Shroud Clearing range reduced to 500 from 750
(to help blance in its improvements)

------------Power Plant Revisions--------------

Super Reactor cost reduced to $1500 from $2000
(2.5x the power at about 2x the cost)

Super Reactor power increased to 500 from 350
(Balanced because other power plants increased from 100 to 200)

Super Reactor death weapon damage changed from 1500-500 to 1000-250
(balanced because new role)

Super Reactor death weapon radius changed from 250 to 200
(balanced because new role)

------------Defense Upgrades & Revisions--------------

Sentry Gun health increased to 1000 from 625
(to make it equal with the other faction defenses because it is the same cost and only anti ground)

Flak Turret health decreased to 1000 from 2000
(Earlier MIGs and sightly later Vidicators balance this)

Tesla Coil Damage decreased to 300 from 450
(Compared to the other ADs more health, more damage, a crane and a Super Reactor is too much)

Tesla Coil health decreased to 1500 from 2000
(Compared to the other ADs more health, more damage, a crane and a Super Reactor is too much)

Tesla Coil cost decreased to 1200 from 1500
(Lower cost too balance them)
