why would it be strelok, he was never in clear sky, more likely scar

RCOM takes place during CoP, which is after both ShoC and CS. Having CS maps doesn't mean anything about the timeline in RCOM. Anyone left alive after ShoC (since CS was prequel) is a potentially present NPC in RCOM.

He can go out like Strelok or have his own way in Monolith, later when Strelok turn off the psy emisions get free again and search ex CS...

I would think Scar is the best choice, he help them and if he was like Strelok clear sky might be all Scar remembers. If not, it would cool to be able to meet both of the original characters.

I've always wondered... what does karma do besides hide spam / troll comments? Does it have a larger effect (leveling up, etc?)

Honestly, I don't know. I'm guessing it aids leveling up, which makes votes worth more in MOTY voting, but I'm not sure what level up is for other than that.
