I just recently started making a modification, and this is my first mod. Basis for mod was the source code RA3 Upheaval created by Bibber. This mod brings a significant change in the balance, and adds some new units. I'm very bad speak English and you can do something does not understand, I hope this does not happen. Important note: for the mod to work correctly, you must run "model detail" at least at high for the mod to work,it worked even if you put other options at low. However, I would recommend play with maximum graphics settings.
Description
New version 1.4 This version includes all the innovations shown in the latest videos and pictures. A small rebalance was also made. Reduced the damage of curtain weapons from 1000 to 400. Reduced the damage of missile bunkers and some Soviet units (the Soviets seemed too strong in the previous version). However, the damage reduction was about 5-10% and maybe it will not be noticeable. The infantry bunker reduced HP from 4500 to 3000. Bugs with alliance artillery were fixed, as well as some rebalance of all long-range artillery of all factions. There have been many minor changes, but it will take too long to list. Also, if you want to change something, you can download the source code and do as you like more.

Is the Emperor King Oni not free anymore?
It was never free, but due to the settings of some maps this bug might appear. The bug was fixed by changing the ID of some units of the campaign.
So, i have installed this mod like any other mod but when i launch it it brings me to vanilla RA3. What prevents me from launching the mod?
What is your version of the game? Steam or origin? I heard that there could be such a problem on the origin. Personally, I play on the hacked version and even so everything works fine for me. I myself have never encountered such a problem, so I can not advise anything.
I play on the steam version, it should be the latest version of the game

Both 1.0 & 1.4 are funny to play(1.0 can be considered a more balance version of this mod.)
