nope. stripped metrocops (stalkers) are much thinner.
i think stalkers are a whole different deal, stripped metrocop is just a human... otherwise Barney the beer drinker wouldn't have been able to pose as one for so long ;)
he probably just meant stripped as in without clothes. In HL2 you see a few shirtless but physically fit combine police and soldiers. Is the player in this image holding a clacker, a detonator for explosives?

You need to play HL2 and check out a little about physics systems, like Havok.
