It's not a patch for "Paranoia: The Game Edition". It's a fan-made patch for original Paranoia, released in 2009 here:
Csm.dev
The author is Zheka, Tadas_LTu did nothing here (if maybe only re-released the stuff).
But you probably still can try this patch with TGE too.

I wish I could play this, but it keeps crashing after the shooting range section. Not really sure if it's cause I'm running it on the Steam version or if it's because the original mod is that old.

It's known issue with MP3 music in the mod (caused by outdated FMod.dll library, unstable on newer versions of Windows). Generally crashes are random, and if you saved your game before the situation, you can continue to play normally after a game restart. Most likely, the crash happens when FMod has to switch MP3 playback from one track to another (usually caused by a script triggering or by a level change).

If the crash is constant for you, try to remove all MP3s from "paranoia\sound\music" (or rename the folder). It helps to solve the problem (by the price of playing without background music).

Alternative solution - right before you enter the place where the game crashes for you, type into console: stopmp3. This command stops the playback of a current MP3 track and can help to prevent the conflict with loading of a next track.

You can also try to update fmod.dll with version 3.7.5.0 from here:
Dll-files.com
Just download zip and extract file to paranoia\cl_dlls
It can be more stable, than v3.7.1.0 used in mod.

I am pretty much disappointed with the game edition, because the screen resolution, despite having the options being available for my screen, can hardly fit around it still. It needs more testing.
