Every time I open up the game, the flags are out of place and the countries are all light blue. I don't know what I'm doing wrong, help.

That's weird. First you need to have version 3.04 of Victoria 2 (preferably on steam) and the DLC's Heart of Darkness & A House Divided.

If you already have your game updated, try to delete the NEM folder located in "C:\Users\username\Documents\Paradox Interactive\Victoria II" and open your game after doing this

After extracting the compressed mod, you enter folder "NEM_1.21" and copy all the files inside (except for the notepad), and then paste them in the "mod" folder inside the main folder of Victoria 2.

After doing this installation, start your Victoria 2 and mark New Era Mod 1.21 before playing

To remove this date it is necessary to edit thousands of files, so the resolution of this aesthetic problem remains pending for now.
