I'm pretty sure only Argonians can't wear closed helmets in Morrowind, but it's been a long time since I played, so I'm not entirely sure about that.

Just out of curiosity, will all of these have dialogue, or are they just possible enemies to attack you?
They will approach you if you have a bounty of 500 or higher. Their dialogue is tied class (bounty hunter), so they will use the same lines.
