Sure. Who can withstand the double power of instant erasing alone? No one, I'm sure. In MO 2.0 - snipers + grand cannons + chrono prisons + AA made almost impenetrable defence. I'm glad that in MO 3.0 defence will become more complex and flexible.
As far as i know you will be able to build only 3 GCs :P
