I have found the solution for the crash, you need to go into "Control Panel", then "Region", then "Administrative", then in "Language for non-Unicode programs" click on "Change system locale..." and choose "Russian (Russia)", "OK" and "Restart now".
Thank god, I was going insane because I could not find the solution, but alas, if you bang your head over the wall long enough...

I got this working decent. Translating some things as I go. Borov PDA really needed to be in English to get the info out of it. Still no hints where the stash is. I may never find it. But just the fact that there is one, it was in Russian. The description that has to be fixed is in quest_items.ltx. Bandit leader PDA. Really enjoying these level builds. Many unique and interesting areas to explore. Runs pretty smooth. Very few crashes now.
