The world is a very different place as the map of the world was forever changed by Napoleon. France was defeated in the Great War, but bitterness over defeat has lead to the rise of an increasingly aggressive Third French Empire led by the descendant of Napoleon the Great. The fledgling German State created in the aftermath of Great War is barely holding together, the Republic of Great Britain is on the brink of a Communist takeover, Russia is ruled by a fragile socialist coalition that barely defeated the Stalinists in the recent Second Civil War, and Italy is on the brink of civil war. It seems like that balance of power created by the fall of France is slowly disintegrating. Meanwhile, far away from the troubles of Europe, the United Realms of Canada, Australia, New Zealand, and South Africa is facing its own internal problems. It has been over a hundred years since the old empire was involved in a major conflict, rather focusing on colonization, trade, and immigration.

I think this is really an interesting idea... Here is my suggestions:
-Italy during the Bienno Rosso was full of Socialists that during time become communists, i see more a Civil war between Socialist vs Fascist then Democratic Socialist, Socialist during these times believed into the Proletarian dictatorship so i think is better make a new/ different ideology for the Socialist with election system maybe or give Italy to the Communist representing Socialists.
-Russia is ruled by Trotsky, but Trotsky is a Communist (one of the firsts communist), he is Leninist, so a lot different from Stalinist, i suggest to make him leader of Communist Party, and put Kerensky in place of Socialdemocrats, or Mensheviks.
-Republic of Great Britain shall not be allied with United Kingdom, if Kingdom fall the royalist would flee inside loyal colonies
-Ireland would for sure try to leave Britain if Republic is declared, but you are right, maybe making a Federal Republic...
-It would be intriguing see a Nationalist China maybe in the East, or an aggressive Turkey trying to retake the old empire
-I suggest to make Focus tree for the great countries that bring them to make political alliances creating factions for example Italy caan choose between fascism and communism/democratic so ally with France or ally with Communist Russia/ Britain, same for the others.
