You're conundrum on whether or not to have bushes and tree grow around the buildings reminds me of the overgrowth mechanic of the Gaian Atlantean sub faction that was in Age of Mythology: The Titans. It allowed them to be somewhat self sufficient and be a good area-denial faction as the overgrown ground couldn't be built upon except for your own buildings.
