A lot of the work used in Quiver is original Valve content. Development seen on the Moddb does not necessarily represent the current/finalized progress of Quiver.

I think you mean the Preliminary Findings grunt AI demontration map, but maybe you meant this?

This is the last part of the official Worldcraft tutorial (Tutorial section of Worldcraft (I checked only 2.1) help file). The map itself is tutorial_maps\tut7b.rmf in Worldcraft directory. Nothing beta-related.
