Can't build steam and clipper shipyards

What exactly is going on with the U.S, as of the most recent updates(past week or so) all 3 'tiers' of pops are permanently stuck at 100% of needs not met, and this seems to be a problem very specifically with the U.S as it didn't happen when I checked Brazil(in case it was a thing with American countries in general) and then France(in case it was a more general thing)
Edit:Out of absolutely nowhere the problem has now fixed itself and this has left me even more confused
Keeps crashing when I add a wargoal.
update:i looked more into it, it crashes when I hover the minor conquest wargoal on an african country in somalia.
My game keeps crashing when I try to add a wargoal :/
