Once you research the 'Mother of Dragons' focus you will be given a decision to train your dragons. Spend some PP and in 500 days your dragons will evolve into stage 3. There you can spend more PP to train individual dragons to stage 4. On stage 4 they offer the largest bonuses and the ability to take commands. These commands are represented by decisions.
For example: Drogon has the Dracarys ability. Spending a modest PP will give ALL your infantry + 300% attack and defense for 7 days (more than enough to turn the tide of battle). Then the ability will go into a cooldown and you wont be able to use it again for around 70 days. Be careful because these abilities do come with a penalty to stability. Overuse them and you might have a small crisis.
