Хм, ХЛ2 или ЕП2 нужен для мода? Тыкнул в мод, оно говорит скачать СДК2013, скачал. Запускаю мод - вижу фоновую картинку мода и сразу вылет. Патч 2019 года поставил.
Зайди в свойства сдк 2013 выбери бета версии и в первой строке выбери upcoming. Перезапусти стим. Всё должно заработать. Сам сталкивался с такой проблемой))
