Now, a smart fan would ask "Why is a captain of a single ship being included when the role I'm playing commands fleets and entire systems?"

The honest answer is that Giorgio made the portrait of his own free will and sent it to me and I thought why waste such a cool image?

It doesn't fit the theme we're going with, but it's fanservice and not something that will break immersion if you don't pick it.

If you really need some kind of "good" answer as for why, consider the following:
The mod's timeline starts out before Keyes is killed and continues to some time after the Master Chief is frozen. The mod allows for your own story to be written, which may include an entire alternate history of the events of the Human-Covenant War. Maybe in your version Keyes survives Installation 04 and goes on to command the Homefleet against Regret's expedition.

The gist is that this was made avaible for our use and it's too good to pass up. Use it or don't, I'll understand either way.

Keyes absolutely survived Installation 04 and was promoted to Rear Admiral for his heroics. He also gets a shiny new flagship called Infinity after a few years. ;)

I like the "old" keys look, in the remakes they made him look WAY too young, he has a daughter that is also a captain, and he has been in service a long time, but the remake makes him look like he is 30

You do remember that cryostasis in Halo decelerates aging to a standstill, don't you? Count in the time Keyes spent flying around the colonies and you'll see that his look is just right.

If you think about it, there aren't a lot of pictures of all the higher up leadership in the UNSC. We have images of Lord Hood, Osman, Lasky, Del Rio, and Cutter. I might be missing some people but having Keyes as a portrait for the game is a good idea. That and as I recall, Lasky was able to command a small fleet during the Requiem campaign in Spartan Ops and he's a Captain just like Keyes,

Lasky has full command over Battlegroup Dakota, since the UNSC Infinity is the permanent flagship of this group. Lasky is the permanent commanding officer.

I wonder if the UNSC will ever name a ship after Keyes, but then again they never named a ship after admiral Cole either (side note- if he could fit into the timeline that would be another good portrait)Also I just noticed he has a forerunner reclaimer symbol on his uniform and pipe!

Keyes was capable enough in both ship operation and tactics/strategy that he could have easily made the transition to fleet command. Why he was never made flag, I don't know, but I suspect it may have been influence from ONI on FLEETCOM to keep him "reserved" for special operations.
