Because there are 3 Pre-War UNSC Frigate Classes.

[HALO 3, Taken Part In The Fall of Reach, Mentioned In Radio Chatter, Directly Mentioning "UNSC Aegis Fate" The Other Frigate That Went Through Voi Portal Alongside Fleet of Retribution and UNSC Forward Unto Dawn FFG-201]

Charon Class Light Frigate,
weakest of the 3, used primarily for support of UNSC forces on the surface and in air.

[HALO 2] Stalwart Class Light Frigate,
first of the UNSC frigates to be shown to us with Halo 2, the Stalwart is the medium of the Charon and the Paris, the Stalwart can handle itself much better than the Charon in space, not as much as a Paris, in an escort use like all known Frigate Classes of the UNSC, however can also be deployed for groundside support as it does have considerable space for a detachment of UNSC Marines, ODSTs and roughly a flight of D77H-TC Pelican Dropships alongside a decent amount of M12A Warthog FAVs and 1, 2 or 3 Scorpion M808 MBTs.

[REACH, Did Take Part In Defence of Reach and Earth, 2552] Paris Class Heavy Frigate,
incapable of providing any real support to the surface-bound UNSC forces when it comes to deploying assets, Heavy Frigates have been known to provide fire support, as evidenced from Halo Reach, Mission: Tip of the Spear. The Paris Class is the most powerful UNSC Frigate Class prior to the Strident Class Heavy Frigate, The Post-War Frigate of the UNSC. Better armament and armour has been direct reasons for better survival rates of this Frigate than its lower classes brethren, the Charon and Stalwart Class Light Frigates. (;In General)
