why is it odd? I thought those "whispers" were a prelude to regret's iminent arrival, which would also mean these "whispers" would probably be in slipspace.

Yeah, i think it's whispers of signals that are either out of the ordinary for human communications and that stand out from background noise, or signals detected in Slipspace.

Theoretically, it could just be a feint signal or radiation given off when slipspace is opened, that echos throughout slipspace in the immediate area. Like each jump gives off a very weak ripple inside of slipspace.

Slipspace probes described in FoR? From the sounds of it, the Covenant slipspaced into the system based on the rough co-ordinates they had gotten from artifacts, and then made multiple successive jumps to refine the location down to Earth, so they'd literally be appearing in real space just long enough for them to make a second jump, probably too short a time for local imaging to get a look at them.

There are several theories that the covenant drives work by making multiple rapid short jumps, dropping into normal space for milliseconds and jumping again and that it's a contributing factor to their accuracy.
