Are you going to have a MAC Cannon bombardment like in Halo Wars? You could allow it only if there's a heavy enough class of ship with MACs in orbit. After all, that is what many ship captains in the Halo books did.

No, because Halo Wars forgot that the effect of firing a 600 ton at 30,000 m/s at a planet's surface would have about the same impact as a 10 megaton nuclear bomb, so yeah, it would kinda be overpowered. And I don't remember any captains MAC-ing a planet :P, and I've read all the Halo books, which one are you refering too?

See if the UNSC were smart they would've jsut MACed a specific part of a planet during ground engagements instead of wasting nukes. Kinetic strikes FTW! (Although i've read somewhere that the force of the strike would in fact be enough to penetrate the planet crust O-o, imagine that man made lava flows!)

you see Chronosphere (yes I de l33ted you) The UNSC have more important things to use MACs for then planetery bombardment, like fighting the superior covenant ships slaughtering them, besides,nukes are somewhat ineffective against covvie ships

if someoone actually used a mac, it would penetrate the crust, causing the rotation of the planet to stop, killing everything on it O.o

Penetrating the crust would just make a very impressive volcano, not stop a planet turning, unless the planet was like... pluto or something, in which case yes, it would destroy the planet :P.
