I never mapped much on HL1, but aren't those the Source dev textures?

No, not "like a boss". Because he is the Boss!
There are many source-dev-like textures made for half-life as well. For instance some were made for Nightwatch and are included in the popular nightwatch wad, they don't look like these though.
The picture looks like it has Anisotropic Filter enabled.
