Yes, it should only make you transparent to radar systems, not the naked eye, but [insert technobabble or pseudo-science to justify the effect because otherwise cloak would just be that much more appealing].

The invisibility effect is a lot more invisible.
Would it be possible to display/overlay the static effect above the regular hand and weapon textures? Perhaps make it a little less noticeable then, just to give it the feeling that something is activated.

I don't think so. Options in Unreal 1 are very limited.
Unless a custom version of the texture is made for each an every holdable object, which would be a ridiculous amount of work for such a small thing.
Or maybe as a detail texture. Hmm. Need to look into it more.
I have been waiting this effect to be available for deus ex for years!
I think it would be better to have something a bit like those waves from the multitool, being disposed around the visible parts of the player a bit like the UT shield belt.
The thing is I don't mind the effect though, I think having a visible cue to what an augmentation does is fine, and it's not always easy to get something believable. also the multitool since I used it as an example is unrealistic as you see waves from it while in reality you won't see a thing except if the receiver have a LED showing that it's receiving something ...
