it unlocks tier 2 units and upgrades, the strategy center unlocks tier 3 :)

so this replaces the strategy center for all US generals or for the x general only?
it doesn't replace the strat center. The strat center unlocks tier 2 stuff while the battlelab unlocks tier 3.
