Well..The Most-Understandable And Thinkable Decision Is....The Major Factions.."Enclave","B.O.S","NCR",And The "Caesar Legion".
I badly imagine, as it is possible to realize the Legion.
But The Legion,Is The MOST EASIEST Faction To Create,Since Theyre Not Too Dpendant on technology.
All not so is simple, as it seems. The legion in that kind in what it is presented in game, can't resist to other fractions.

As a random suggestion, you could create 'Tech Buildings' like in CnC3 for the mini-factions. This could be done for making a different tech structure for: Raiders, mutants and various others. :)
