Firestorm added the capes of the generals to the Lannister Heavy Swordsmen/Spear image - Game of Thrones mod for Medieval II: Total War: Kingdoms
A submod for Westeros: Total War designed to bring the look, the feel and the sounds of HBO's Game of Thrones to the world of Westeros. So the Lannister Swordsmen Upg 1 and the Lannister Sergeants Upg 1 do have capes now - all thanks to Firestorms editing. In order to get the heavy troops during the campaign you may need to build a blacksmith or armory.
They are using a different model if they aren't armor upgraded to armor upgrade 1.

Agreed, the old ones from 4.0 were removed by the creator of the models VltimaRatio because they looked glitched - but his new capes actually looked much better.
The capes are very beautiful!
