Release 1.8 will include three researchable stages of terraforming that can increase the amount of available planet slots.
Planets can also potentially lose planet slots (permanently!) if hit and damaged badly by very powerful weapons (>10% of planet HP per hit). Planets can recover to a minimum state of 5 slots, however.
