A total conversion mod for probably one of the best grand strategy games of all time, Hearts of Iron IV. This mod aims to bring not just the Californian, Mojave, or commonwealth wastelands to your experience, but also regions as far as Europe and Asia, giving you that FULL Fallout experience, in one neat little package. :)

Perhaps consider having at least one (maybe more) nations where mutants have become organised and evolved into effective governments in their own right, complete with specialised armed forces etc. Deathclaw marines, super mutant paras and so on. Legion troops are sworn to eradicate the aberrant creatures, certain other factions are more likely to try and be friendly or ally with them such as ghouls etc. Even go so far as to have individual “Mutant” types as separate factions which can ally together to produce devastating attacks (imagine getting hit by an organised attack of super mutants, deathclaws, Feral Ghoul Reavers and Glowing ones all at once, even without weapons normal humans would be reeling). Will be watching with anticipation. The multiplayer potential could be huge.
You should for sure add the tribes around Vegas and the gunners and merks elsewhere. Hope your creative this tech tree and national focus will be a dozey

What about Enclave?
Great Khans, other northern tribes and southern tribes that Legion hasnt assimilated yet. Central BOS, Westerns and Eastern BOS. Isolated Vaults. Vertibirds, Airships, etc..
