Palando has been reworked to use abilities based on rock and earth in contrast with Alatar's sandstorms and air-based powers. Palando can encase enemy armies in a ring of rocks, cast a prison of stone on enemy or allied heroes to immobilize them and make them invulnerable, cause earthquakes around him, let the earth rain down upon foes and summon a golem. He has both powerful offensive and supporting capabilities.

so if he has alatar's stone golem power, what does alatar get to replace that?
The new Alatar is already playable in 3.7.5, he has a completely new set of abilities.
Altar has complete new spells and similar to the stone powers of Pallando his nwe theme is air.
