As it stands today, the American, British and French fleets are unable to conduct operations far from friendly ports without at least 3 months of preparation. With the exception of those of the Andrean Republic, the majority of our soldiers have never seen combat; even some of our Senior Staff have never been in a major engagement.

We have been far too reliant on the Unified Centauri Protectorate and Federal Nordic Cooperative to combat piracy. While their efforts have been admirable, this year has seen the greatest number of attacks on shipping since the exodus.

I will end this briefing with an intelligence report obtained by MI6. The Soviet Union has introduced a new specialized frigate that has already seen action against Germany, DF reporting name FLATBOW. When compared to an American Frigate of the same role, it is generally twice as fast within a gravity well, has a greater operating range, greater targeting range, faster battery reloading, more advanced electronics, the list goes on.

Unless our military forces are provided with greater funding, unless we abandon this isolationist attitude that is so popular within the Joint Governing Councils, and unless we realize that the Democratic Federation will not be at peace forever, we may find ourselves without the means to defend ourselves or our allies.
