This mod changes the European cultures; changes the primary and accepted cultures for European countries; changes "citizenship" issue; adds antiracist (and racist) decisions, which add or remove accepted cultures. The aim of the mod is to make migration and assimilation more realistic (for example, former Spanish colonies don't share the same or mutually accepted cultures with Spain, so they will be equally attractive for Spain and China; now they have mutually accepted cultures with former metropolises, which makes migration between them easier), changes relationships between countries (for example, Spain AI will be more interested in it's former colonies policy) and create a possibility for some cultures to be accepted (for example, Afro Caribbean has no country, where it is the primary or an accepted culture; now it may be added as such with the decision).

Description

This decision helps a satellite to gain independence without declaring war to it's liege, which is probably impossible in 99% of cases for either player or AI and AI never does it. It can be made by both player and AI (the lower relations, the more likely). This decision gives independence to a satellite. A liege gets a possibility to recognize it's former satellite independence. In case when he refuse, great powers will recognize or not recognize. In case when the majority of them don't, the former satellite either becomes satellite again, either stays independent, but all great powers gains cut down to size casus belli against it, and it's former liege gains make puppet casus belli against it.
