Absolutely, though at the moment everything's going slowly.
Is this going to be an overhaul?
Not an overhaul like Techo Scorpion or Electro Comrade, but a new IP as a mod developed as a portfolio piece. It may jump to an engine depending upon limitations.

Is this mod be total conversion of C&C:R?
Obviously yes and no, is this a good enough answer?:P
TS Dusk was one of my favourite of the older TS mods, cool to see you're revisiting the general idea.
Are you worried that the Remastered engine might be too limited though, compared to stuff like Ares or OpenRA?
Will be limiting actually, and have been considering jumping to Unity or Godot to avoid wasted effort. I've already experienced alot of limitations through my work on Techo Scorp that could easily be fixed with 3d models. Dynamic lighting, offset turrets and a proper z coordinate being the main ones so far.
