Weak-hand manipulation of weapons are often recommended for most military service weapons and tactical training, however this does not apply necessarily to bolt-action weapons. You want your follow-up shots to be bang-on target, thereby limiting any and all movement from the weapon, and the best way to do that is manipulation with strong-hand. What you are referring to is weapon manipulation of lighter hand-weapons, but for sniper rifles and heavier hand-weapons such as LMGs, this could prove difficult. Yanking the weapon at the rear with no hold in the front would set the aim of the rifle way off target.

You're wrong about every single thing you just listed.

There is not one single military unit in the world that teaches their marksmen to operate the bolt with their non-dominant hand. If a right handed user is operating a left handed rifle they have to remove their support hand away from the rifle, weakening their grip on it in the process, and then must move both their head and upper body in order to cycle the bolt properly without hitting themselves in the face.

You aren't meant to use the supporting hand to operate the bolt. Even if you do, you won't be ready to fire as soon as the round is ready because you'd have to readjust your grip and aim. Using the dominant hand to do this while the supporting hand keeps the rifle on shoulder and in position is how military's have done it for over a century.

Also no, bolt action rifles CANNOT be modified like that. Turning a right handed rifle into a left handed one would require making an entirely new bolt and modifying the receiver. Left handed rifles are available but they are made to be left handed, not modified right handed ones.
