is that AA?
Yes that is the PGZ95 AA weapon for the PLA:

Is the missile part going to be functional in game?

It can shoot down air-strikes?
Yes, occationaly. It is the same as in regular CoH, where certain weapons can target air units (Puma, Ostwind, Quad, Flak, etc.), but we use a rocket animation instead of the quad autocannon.
Against ground targets only the autocannon is functional.
Hmm you know I'm not to sure If It's going to be nice experience for me or anyone on the US side when one of these Is rolling down a hill.. Either way I't looks great and It will probably play even better.
