Yeah but then some factions may be too powerful and others may be too weak. I would say have 3 main factions USSR, Allies and Axis.
And give them sub factions Allies with Elite Infantry, USSR with Tank Division, and Axis with Air General. Or something like that.
This would be good because the sub factions could give the players access to some special units that would otherwise be unavailable. :D
