No. This is just for decor. There will be no specific art for occupied structures

Why no art to tell garisoned or not garisoned? Just rotating to the player's color on the flag would take the least effort.
Cities are pefect place for ambush. No garisoned art, no auto-acquire on garisoned buildings(just retaliate fire). In general UC will be a different from YR and close to CnC3.
