does it has the same role than the sdkfz.221 from the PE or it's a recon vehicule to balance with the BA-64 ?

It is a combination of both, it has the role of a scout vehicle, but it can also lockdown to deploy the radio antenna.

Isn't that the vehicle supposed to call recon runs and airstrikes in older Ostheer concept? Anyways it looks really cool, hope to see the sdkfz 231 in the campaign too
is it a reward vehicle? like it replaces the half track and has more armor but costs more?

Indeed, it is a reward unit, but it won't replace the halftrack.
