In year 2047, the alien crystal element - commonly known as "Tiberium" - began blanketing the Earth. Well, look at it. The vehicle looks white and sea-blue (not the blue which is used as a player identification colour).
It also looks like its got ice on it...which doesn't make sense since this is a desert map.

nope, the texture map doesn't have ice on it. you're probably just seeing the UVW lumps on the surface, which the Goliath has alot in BF2142.. -.-
