Um... Dude sounds cool but that contradicts the lore of the game. The Chinese had advance stealth tech and we the US had power Armor. However if you texture it right and model it right things could shape out good. My suggestion would be making light (recon) medium(ninja) heavy(Emperor)armor stealth variants.
quick lore possibility: China's idea was to first nuke some strategical points, then finish what remained of the USA's army with heavy fantery.
Why this ? thecnological and energetical resources. The chinese power armors were actually at the same level of the X-02 american post-war model, but without some schematics, they couldn't being optimal. Unfortunately, USA responded with nukes, so those power armors are mostly utilized by those who remains in china.
Plus, the need of scentifical and advanced technologies in the energy field, since they relaied on fossil combustible.

I do think bringing in the Chinese Stealth Armor from Fallout 3 and modding it to be moddable in pieces would be pretty cool.
The Chameleon armor comes close in terms of already existing mechanics.
