In the original project, mechs were removed from the GDI as it was planed in westwood's project.Only the sub-faction Steel Talon was planed to use them. Justification is that this Engineering Unithad for objective to create the next generation of GDI's Battle-mech. A new generation that will notsuffer from the first one weakness.
This organization will be keep, with only some minor modifications :-Taranis will not had MG anymore, but it will obtain 4 garrisons slots.-As the Steel Talon is composed of engineers, all Titans will be able to repair structures and vehicles.-wolverine will be removed, the important available number of Exo-Soldier will replace it.
This decision will also be extended to hovercrafts :As they were really vulnerable during Ion Storm, they will be removed from all GDI's factions.As a replacement, some GDI units will gain a "hover-mode" ability.Thanks to an upgrade, they will be able to switch from their regular propulsion to a hover one.In this mode, they will obtain a speed bonus and an ability to move on impassable terrain, but,as a compensation, their life-points will be reduced due to the vulnerability of the reactors.Units that gain the hover ability :-predator medium tank-pitbull armored car-MML Crisis (Mobile Missiles Launcher)-mammoth Mk-3 heavy battle-tank-perhaps a few more, depending of latest faction-balance
Some change will also be done to factions.Here are the new global organisation :-Steel Talon :
--old "Yggdrasil node" is replaced, it now only transfer unit and can't train tanks anymore. --faction will receive the Engineer Corp's mobile turrets as medium tank.--All mechs will have a max simultaneous-training number.--Mammoth Mk-4 replace the Kodiak Class Commanding Ship as epic unit.It is more powerful but move slowly and is vulnerable to massive air attacks (you will now need a dozen of banshees to fight it)--Steel Talon don't use VCM-like barracks and war-factory. It's structure can't be moved (except VCM/Construction Yard) but are more resistant than regular GDI Structure.--no access to engineer, it's ability are transfered to regular infantry--More limitation might be added later for game-play balance.-Engineer Corps :--REMOVED FOR GAME-BALANCE REASON--Replaced by "Bloody Eagle".-Dead-Troops :--can train 6 different commandos from different structures :----MG, assault riffle (2 different for this one) and Grenade from barracks----engineer from War-factory----sniper from command-center--most structure can pack and move :----VCM, Barracks, War-factory (like regular GDI)----all other structure can mode too, except defensive structures, airport and advanced technical structures.--Orca Fighter is replaced by Orca Fighter "Commando" witch add less armor but can carry 4 soldiers--basic infantry isn't trainable, they are replaced by elite soldier variant witch are more efficient but more expensive.-Bloody Eagle :--engineers can build defensive structures, like bunker or MG positions.--vehicles can receive more efficient armor/weapons upgrades.--vehicles are more expensive.--infantry start as veterans

One tip: the Tag (KindOf) in an object that makes an object prevent the player from losing is "MP_COUNT_FOR_VICTORY", that tag doesn't function on units!
So I'm not sure whether a player could only have an MCV in vehicle mode without losing.
An other solution is to make the VCM a building, with locomotors...
I think that it already exist in a mod, but I can't remember witch one...
