C&C: ShockWave is an enhancement mod for C&C Generals: Zero Hour. The main goal of this mod is to make Zero Hour a more interesting game with more diversity between the generals, making you think twice before you select a certain general, and overall provide more choices, diversity, and strategic freedom than in Zero Hour - while keeping the spirit and design direction of the original Generals game and storyline.

no naval but not that much of a big deal coz we got shockwave1.0
Yeah, we never could get that working right. Needed unique maps, big ships were big, and in the end of it all, it never really was executed up to our standards. The whole thing was dropped quite some time back. Navy is something that just doesn't work well in SAGE.

Try placing that navel yard close to the shore instead of in the middle of the water and by the looks of it the whole thing is created by a OCL which makes the building lose all forms of collision data.
There are otherway however but we lack upgrades, time motivation to do all this.
yeah, but that OCL'd building didn't lost the collision data. It's still have correct collision/geometry data, but SAGE just don't have proper pathfinding on water so every objects on water can be passed through by the other objects, which is horrible.
Try making OCL created building on land that doesn't use the replace object code no collision data ;)
Sneak attacks also have this problem.
Sneak Attack got this problem because it was OCL'd from an object with STRUCTURE KindOf. I was curious why Sneak Attack have this problem while I also have an MCV replica that works fine with same OCL method. then I tried to remove the problematic KindOf from the Sneak Attack starting object, and it works!
Try to remove the STRUCTURE KindOf, or replace it with some other similar KindOf like VEHICLE or PORTABLE_STRUCTURE, the actual Sneak Attack object have correct geometry/collision. :)
the reason it dont seem right for you is because you can really only create models, but you dont know how to create the things necessary. look at QSN's modern warfare mod. take a good look at it and know that it is all on the same sage as this mod and zero hour
