The war is not done there, as they thought they've defeated the GLA once and for all. Oh, they were wrong. Now, the GLA are rising for the second fight and this time; they are much more prepared.

Description
The 2nd-tier building require to unlock advanced units, defences and structures. The upgrades is basically all about scraps. It also allow GLA generals to deploy fortified upgrade.
