250 is the max. Unless they finally figured out how to perform memory editing (which has been the next big stepping stone in Medieval 2 modding for a looong time), it's a modified exe.
Hex editors allow you to modify a game's exe, and, if you know what you're doing, you can make it allow you to have infinite unit sizes.
From what I've read doing it isn't a problem, modders have figured that out a while ago. The problem is that that counts as hacking the game, wich can get them in trouble.

Modifying the .exe file is illegal, though.
Distributing it is, yes.
No real enforcement for modifying it on your own system.

It's an April Fools joke and riff on the Three Kingdoms "Extreme Unit Size" stuff lately showing 250 man infantry units.
