The restrictions on where you can build a trade post have not been removed. Example: When you choose the decision "Build All Refuges", it will build refuges in all counties you, directly or indirectly, control. THESE ARE CHEAT DECISIONS AND WILL NOT COST YOU ANY GOLD.
