That's not on the Author, it's a problem with the base game too. The P-80 has a bug which only allow use of it's machine guns while it's Japanese version can use bombs and rockets.
It is how the developers made the actual unit model. They did not give the P-80 weapon slots (aside from the 6 machine guns) as they intended it to be a pure dogfighter. The Kikka, on the other hand, was intended as an attack plane and therefore it has other weapon slots.
